BBC iPlayer: Consultation & Protest

Avatar Mark Ford
As part of the protest about the way in which the iPlayer was only being made available through MS Windows someone petitioned the Prime Minister.

There were 16,072 signatories!
You can see them all here: http://petitions.pm.gov.uk/iplayer/?showall=1

"We the undersigned petition the Prime Minister to prevent the BBC from making its iPlayer on-demand television
service available to Windows users only, and instruct the corporation to provide its service for other operating
systems also."

There has been a response:

"The Government set up the BBC Trust to represent the interests of licence fee payers, and to ensure good
governance of the BBC.

The BBC Trust has responsibility for ensuring that the correct degree of scrutiny is given to all proposals from the
BBC Executive for new services (such as the iPlayer) and any significant changes to existing services. To fulfill this
duty, the Trust conducted a Public Value Test on the BBC Executive's proposals to launch new on-demand
services, including BBC iPlayer. This included a public consultation and a market impact assessment by Ofcom.

In the case of the iPlayer, following the consultation, the Trust noted the strong public demand for the service to
be available on a variety of operating systems. The BBC Trust made it a condition of approval for the BBC's on-
demand services that the iPlayer is available to users of a range of operating systems, and has given a
commitment that it will ensure that the BBC meets this demand as soon as possible. They will measure the BBC's
progress on this every six months and publish the findings."

I will look out for the 6 monthly findings from the BBC Trust & post them here.

In this week's issue of MacUser [23/22/009] is reporting that the BBC seems to be backtracking on its commitment to make the download element of it's on-demand services available to 'a range of operating systems' as required by the BBC Trust.
They will be launching a streaming version of iPlayer for Mac & Linux at the end of the year.

I signed the original petition as a result of you pointing out the anomaly Mark. It just shows we can't take Mac accessability for granted, please do keep us posted.
Your post of today suggests there may be an iPlayer streaming on Mac by the end of this year, do you know the status of the equivalent MS player?
Hopefully the pressure from all streaming 'viewers' will bring closer the delivery of better broadband i.e. cheaper/faster.

Hi Martyn, It seems that it is still in Beta - I haven't tried it - mainly because I don't seem to find time to watch anything!
I haven't used Windows on my machine yet but if I do I think I will keep it off-line!

This is the reply I received from the BBC.

Thank you for your e-mail regarding BBC iPlayer Beta.

I understand that you are unhappy that Apple Mac operating systems are not currently supported by BBC iPlayer Beta.

At Present, BBC iPlayer is only supporting users running Windows XP. The reasoning for this is that it has always been the policy of the BBC to start with the platform that reaches the most number of people and then roll out services from there.

However I can confirm that BBC iPlayer Beta will be available as a streaming service across Macintosh operating systems by the end of the year. This will also allow the BBC to provide a single consistent user experience for the majority of streamed video and audio content on bbc.co.uk.

The BBC is committed to platform neutrality and is subject to a review on this every six months by the BBC Trust.

Thank you for contacting BBC iPlayer Beta. I hope you find this information useful. Correspondent enquires play a valued and essential role in improving the service. If you have any further enquires please do not hesitate to contact our team.

MacMost site has said that the BBC has planned to launch the full version of it's catch-up TV service iPlayer on Christmas Day.

Any news of the update for the BBC iPlayer?

I have become addicted to the Food programmes on the Box and find that ITV videos do not work either.

All you get is a request to sign up to be told when they have altered their software, maybe their advertisers will feel short changed?

The streaming function seems to be working well in Leopard on a intel iMac but I can find no news of when the download function might start. Streaming started on Dec 17th.
Joyce, I have just had a look at Masterchef streamed in full 20" screen and it is acceptable. Ready, Steady Cook was not so sharp. I guess its a cheaper addiction than most!
There is a petition at http://www.freethebbc.info/node/5 The mash-up of signatories shows only one person in the Wamug area [in Fareham].
Nothing seems to have come of the Christmas Day prediction.
The BBC Trust should have reported on an audit of progress in October and published their findings. I can't track it down.

In the Telegraph today a report said: "Initial teething troubles are over and both Mac and PC users can now view almost every show broadcast." However the website www.bbc.co.uk/iplayer still says you must be using Vista.

I have lifted this from MacRumors.com:
"BBC's Mark Thompson responds to some criticisms about their Windows-only support for their iPlayer service, which allows users to stream and download videos to their computer. While Mac and other platforms have been able to stream shows, downloads have not been available.

Thompson explains that this is due to rights management issues and working with their limited resources. That being said, the BBC is planning on launching a download version of BBC iPlayer for Mac in 2008.

Another interesting possibility was previously raised in the same blog by BBC's Ashley Highfield, who felt Apple's refresh of the Apple TV along with rental model could introduce BBC programming direct to your TV.
..we can look to getting BBC iPlayer onto [the Apple TV] too, as we should be able to use the rental functionality to allow our programmes to be downloaded, free, but retained for a time window, and then erased, as our rightsholders currently insist.

On January 30th, Apple announced that the new Apple TV software has been delayed and will not be available for "another week or two"."

MacRumors has picked up a story that suggests "that the BBC will start distributing shows over iTunes this week." It seems the announcement will be tomorrow. The story and the debate around it is very unclear so I guess we must just wait and see.

Well done for pursuing them on this Mark and for keeping us posted. I recently found that Channel 4 On Demand says it is not yet supporting anything other than Windowa but in the case of BBC programmes I'm paying for it out of the licence fee and expect Mac OS to be supported.
On a similar point, I have just had a spat with the National Trust. We couldn't subscribe online but my wife could on her PC at work. They say its a fault and won't admit they are not supporting the Mac OS. With Nationwide BS internet service the functionalty has been reduced so, again, we have to switch to Windows for some operations. They also refuse to admit its a platform support issue. Am I being paranoid or just expecting too much?

MacWorld is reporting that during April 10% of the usage of iPlayer was from Macs and another 3% from iPhones or iPod touch. That 3% is 42,000! Remarkable.
Still no news of downloading to macs though.

Version 2 of the BBC iPlayer is full of great improvements - but still no download service for Macs! It is running along side version 1.
However the Mac download project has not been dropped and is still described as a 'work in progress' which will be out by the end of this year.

In the mean while I found this list of who does what from sammyjayuk on the BBC Internet Blog:

"Download:
As yet, no broadcaster offers a free catch-up download service that works on anything but Windows.

Streaming:
BBC: Mac, Linux, others (Flash 9, Flash video); iPhone, iPod touch (QuickTime, H.264); Nintendo Wii,
others (Flash 7, Flash video)

ITV: Mac (Microsoft Silverlight, WMV?)"

..... and we wait ..... and wait ....
