I saw this tweet from Richard Dawkins, but have no first hand experience:-
WARNING. Bad bug in Mac’s Preview pdf handler. After crash some, but not all, previously saved annotations are lost. I googled it & it’s a known bug, which Apple should fix. Thank goodness, Acrobat rescued me. All restored. Phew! I’ll now use Acrobat instead of Preview.

Big Sur 11.4 (released today) claims to fix "Preview may become unresponsive when searching PDF documents" so this may go away.

I haven't used Acrobat for years but it wasn't very elegant when I last saw it.
