Command N inconsistency in Safari

I'm keen on keyboard shortcuts and have noticed an inconsistency in Safari.

'Command N' launches a new window when the current window is NOT full screen, yet the same keystrokes when the current window is full screen results in a new tab.
(To get a new window whilst in full screen you press 'Alt Command N')

This gets irritating after a while!

I know it's only a niggle, but can anyone suggest why it's like this?

I guess that the designer took the view that, since you have chosen to work full screen, you don’t want the screen cluttered with windows.
