The article suggests that phones with old batteries could shut down without warning. From what I read when this first came to light, I'm under the impression that the slow down was introduced to prevent or at least minimise unexpected shutdowns.
My phone is an early SE and so far I've not noticed any slow down but then the battery still lasts quite well. But next November … ;-)
