We need help!!

OK so I know it's supposed to be easy, but to a couple of dim wits like us we just can't get the hang of ICloud and how to use it.
We both have ipads and iPhones, (4S and 6S respectively), and think we have ICloud accounts, well know we have.
But,,, and here's the rub, what do we do with the cloud, we back up our machines regularly as told, but can't see the photos or information on icloud, how do we see it and use it?
Told you we were dimwits.

A big thank you to Mick for taking the time last night to get us on track and we can now use ICloud !!!!!!!!!!!!!!!!!!!!
