Having problems on iPhone and iPad air downloading from drive for pages and numbers also awaiting solving clicking on dock for iPhoto at present have to go into finder then click drive and then library think this is a problem with apple any body having same problems
Withe the first part of your query (downloading to mobile devices) were your files set up on a Mac? I think there's an issue downloading from iCloud drive if you're still running Mavericks on your Mac as this can't access iCloud Drive and I don't think "old" iCloud stuff is moved to Drive until your Mac updates.
The second part, you refer to going to Finder so it sounds like a Mac not mobile device issue - is that the case? If so, try removing the icon from the dock then drag it there again from Applications.
